Phuong Mai 3 Wind Farm Project: will connect to the national grid soon?

The Central Wind Power JSC (CWP) was granted Investment Certificate on 24 August 2007 by Nhon Hoi Economic Zone Administration for the Phuong Mai 3 Wind Farm Project. However, the preparation works for commercial operation of Phuong Mai 3 Wind Farm have only been implemented vigorously when HALCOM acquired and owned most of the stocks of CWP and became the new project owner in September 2017.
Specifically, since the “re-start” of the project in October 2017, the Central Wind Power JSC, a member company of HALCOM, has carried out many works in parallel to ensure meeting the schedule of electricity generation by the end of 2018 as committed to Binh Dinh Provincial People’s Committee and Nhon Hoi Economic Zone Administration such as: completion of the clearance of bombs and mines and explosives; construction of operator office and auxiliary items; adjustment and supplementation to the power master plann, adjustment to the 1/500 scale plan, review of feasibility study report, basic design and environmental impact assessment report, etc.

In addition, one of the important components ensuring that the project is on schedule and meets international quality standards, i.e. selection of International Project Management Consultant and International EPC contractor for the project have also been implemented by the Owner. Accordingly, in January 2018, the Central Wind Power JSC selected Fichtner GmbH & Co. KG (Germany), one of the world leading companies in implementing wind power projects, as Project Management Consultant through a thorough and serious procurement process. Shortly thereafter, the Owner and the Project Management Consultant have promptly procured EPC contractor to carry out the construction, supply and installation of equipment for the Project with the requirement that the installed equipment should come from the suppliers from EU or G7 countries.

Fichtner GmbH & Co. KG officially becomes Project Management Consultant

Most recently, on April 10th 2018, the Central Wind Power JSC and the Project Management Consultant Fichtner jointly organized the Pre-Tender Meeting to help international EPC contractors with better understanding of the Project. The meeting was attended by more than 10 international contractors, including some notable names such as Siemens Gamesa, GE, ABB, etc.                                                                                                                  
The meeting was conducted intensively and focused on clarifying questions from the contractors about the bidding documents. All clarifications and answers were made in writing and sent to the bidders receiving request for proposals. This information will enable the bidders to prepare the Bids in the best way.
