Rising with a new era

Water and Sanitation Programme for Small Towns in Vietnam has helped residents reach the lives and promote economic development.

This is a statement made by Deputy Minister of Construction Phan Thi My Linh in the Closing Workshop of the Water and Sanitation Programme for Small Towns in Vietnam (financed by the Government of Finland)  on 23 March 2017 recently at the Office Ministry of Construction.

Participants of the Workshop are Mr. Ikka Pekka Simila  - Finnish ambassador extraordinary and plenipotentiary in Vietnam; Mr. Nguyen Hong Tien - Associate professor, Doctor of Philosophy – Programme Director; Director of Infrastructure Department (under the MOC);  leaders of PPCs participating the Programme; representatives of water supply and sewerage, drainage companies; representatives of HALCOM and Mr. Hannu Vikman – Chief Advisor of the TA Consultant; Phase III.

Speaking at the opening, Deputy Minister of Construction Phan Thi My Linh stated clearly: In the 1993-2016 period, the Government of Finland has provided a large ODA fund to Vietnam to implement projects and programs in which water supply, sewerage and urban environmental sanitation have been put the top prioritized. The Ministry of Construction and localities have received and use effectively the ODA fund from Finland to renew its policies, build institutes and enhance management and capacity, invest in a number of water supply, sewerage, drainage and environmental sanitation works in many cities and provinces nationwide such as Hanoi, Haiphong, mountainous provinces, midland in the North, South and Central Region. On behalf of the Steering Board, Deputy Minister of Construction Phan Thi My Linh expressed her  deep and sincere  appreciation to the Government of Finland, Embassy of Findland for the financing and support to Vietnam in general and Ministry of Construction in particular during the implementation of the Programme. She also highly appreciate the close and effective cooperation between related ministries, sectors, members of the Steering Board, and local authorities for the contribution to the timely completion and expected results of the Programme. 
Making summary of the Programme achievements, Mr. Nguyen Hong Tien – Director of the Technical Infrastructure Department (MOC) said that the Water Supply and Sanitation Programme for Small Towns in Vietnam financed by the non-refundable ODA fund of 34.3 million Euro by Finland started from August 2014. Regarding investment component, the Programme has supported eight provinces of Ha Giang, Tuyen Quang, Cao Bang, Bac Kan, Yen Bai, Hung Yen, Thai Binh and Haiphong to upgrade and build 41 WSS and environmental sanitation works which have been put into operation in an effective manner. 

Regarding technical assistance, the Programme has assisted to study policies,
institutions, study the models to socialize urban water supply and environmental sanitation services, strengthen capacity building for the Ministry of Construction, State management units in localities and WSS and environmental sanitation in provinces, cities and towns. Additionally, the Programme makes its contribution to the socio-economic development and attract investment into urban areas.
