Although various environmental taxes and fees are already in place, the Ministry of Finance is proposing to introduce an additional emissions fee on steel production, inorganic fertilizer manufacturing, thermal power generation, and even vehicles currently in circulation. The proposal is part of a new draft decree, put forward following recommendations from several localities with high concentrations of cars and motorcycles. The objective of the draft decree, which is currently being circulated for public consultation, is beyond dispute. However, imposing emissions fees on cars and motorcycles could place an additional financial burden on citizens, who already pay an environmental protection tax of VND 4,000 per liter when purchasing fuel for their vehicles.
