National Assembly Deputy Nguyen Quang Huan, Member of the National Assembly’s Committee on Science, Technology and Environment and Chairman of the Board of Directors of Halcom Vietnam JSC, shared his views with DĐDN on Resolution No. 41-NQ/TW, dated October 10, 2023, issued by the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

– One of the seven tasks and requirements set out in Resolution No. 41 is to encourage entrepreneurs to strive to build strong business ethics and a sound business culture. What is your view on this issue?

Resolution No. 41 will be implemented in a coordinated manner, including the development of Party organizations within non-state enterprises. In principle, wherever there are people, there should be a Party organization. However, at present, non-state enterprises, such as private enterprises and FDI enterprises, often do not have Party organizations.

Only private business owners who are Party members tend to place greater emphasis on developing Party organizations within their enterprises. This has led to differences in perceptions and understanding of the role of the Party. One of the reasons Vietnam still lacks large, sustainably developed enterprises is the absence of long-term strategies.

For businesses to develop long-term strategies, they need to align their growth with the overall development of the country. Likewise, for Vietnam to fully harness the strength of the nation, it must know how to combine it with the strength of the times.

We aspire to build a strong and prosperous Vietnam, but it would be very difficult to achieve this ambition without connecting with the outside world. Businesses cannot achieve sustainable growth if they “go it alone” without aligning their interests with those of the nation and the community.

To truly understand and embrace the principle that “a business’s interests must be closely aligned with those of the nation and the community,” business owners need to have a deep understanding of the ideals of a Party member and Ho Chi Minh’s ideology.

If Party organizations are not developed within private enterprises, business leaders may not fully understand the Party’s ideology and Ho Chi Minh’s thought, ethics, and style.

In line with the spirit of Resolution No. 41, greater emphasis should be placed on Party building and on educating private business owners about the Party, encouraging them to join the Party so that they can better understand and internalize the Party’s viewpoints, guidelines, and policies, as well as Ho Chi Minh’s thought, ethics, and style.

Doing business without ideals is tantamount to having no vision. Doing business without ethics means one has yet to fully embrace Ho Chi Minh’s thought, ethics, and style.

To help entrepreneurs gain a deeper understanding of the Party, as well as Ho Chi Minh’s thought, ethics, and style, they should ensure that these principles are reflected in both their business practices and personal conduct. Business ethics and corporate culture should go hand in hand with Ho Chi Minh’s thought, ethics, and style. Only in this way can businesses achieve sustainable development while aligning their interests with those of the nation.

– Resolution No. 41 places strong emphasis on studying and following Ho Chi Minh’s thought, ethics, and style. What is your comment on this issue?

Ho Chi Minh’s thought, ethics, and style were shaped by three core values. First, Marxism-Leninism. Second, patriotism combined with the essence of Vietnam’s traditional culture. Third, international experience and the cultural heritage of humanity, including Taoism, Confucianism, Buddhism, and Western philosophy.

President Ho Chi Minh spent many years abroad, traveling to different countries and learning from the civilizations and cultures of the world. These experiences contributed to the formation of his thought, with a particularly strong emphasis on national identity and Vietnam’s rich cultural traditions.

If entrepreneurs are not properly educated in ethics and do not connect the perspective of business ethics with national values and Ho Chi Minh’s thought, ethics, and style, they cannot fully understand his ideology and apply it to self-improvement.

To truly understand Ho Chi Minh’s thought, ethics, and style, entrepreneurs should become members of the Party. Once they understand the Party’s ideology, as well as Ho Chi Minh’s thought, ethics, and style, they will develop a broader, long-term vision that enables them to act consistently and coherently.

When entrepreneurs align national interests with the interests of the nation, those interests can truly become sustainable. Once entrepreneurs deeply embrace the Party’s ideals and Ho Chi Minh’s thought, perspectives, and vision, participating in patriotic emulation movements becomes a natural responsibility.

The business community is highly educated and holds an influential position in society. Therefore, the approach to educating and developing entrepreneurs must be different from that applied to other groups in society.

– Resolution No. 41 also emphasizes promoting social responsibility, participating in campaigns and patriotic emulation movements, as well as honoring and recognizing outstanding entrepreneurs and businesses, doesn’t it?

Entrepreneurs who genuinely wish to contribute to the country will make meaningful contributions in practice and participate when they see that their efforts can make a difference.

To encourage entrepreneurs to participate in high-quality awards, the evaluation process must be systematic and rigorous, conducted by a professional organization, whether state-run or private. It should be based on multiple indicators, with annual assessments incorporated into the national database.

We cannot have a situation where an entrepreneur receives an award today and violates ethical standards the next day; otherwise, such awards will gradually lose their value and significance. Honoring and recognizing outstanding entrepreneurs is a timely way to encourage the business community, but whether it is truly effective depends on how the recognition is carried out in practice.
