A Decade of Dedication – A Message of Appreciation and Farewell from Halcom Vietnam

After a decade of dedication as an Independent Member of the Board of Directors of Halcom Vietnam JSC, Mr. Nguyen Van Lam officially bid farewell to Halcom at the Annual General Meeting of Shareholders on September 12, 2025. Ten years may not be a long period in Halcom’s more than 24-year development journey, but it has been enough to leave lasting memories, strong bonds, and pride in a business philosophy built on integrity, transparency, and the aspiration to “rise with the times.”

Halcom Vietnam respectfully introduces to readers the heartfelt and meaningful farewell letter from Mr. Nguyen Van Lam to the company:

“Farewell Letter to Halcom

Halcom, you welcomed me 10 years ago. Now, as the moment of farewell arrives, I would like to send my most respectful greetings and appreciation.

Ten years ago, in June 2015, I had the honor of joining as an Independent Member of the Board of Directors of Ha Long Investment and Consulting Joint Stock Company (now Halcom Vietnam JSC). My 10-year journey accompanying the company may not be a long period compared with Halcom’s 24-year history of establishment and development, but it has allowed me to witness and learn from Halcom’s unique business philosophy in the context of Vietnam’s economy entering a period of deeper integration into the global economy.

I had the opportunity to learn about and witness how Halcom operates based on a mission, vision, and set of core values that are both distinctive and modern.To be honest, this approach surprised me during my early days accompanying Halcom. At that time, and even today, I am directly working at a company specializing in the construction of infrastructure projects across Vietnam and in several Southeast Asian countries.Needless to say, competition for market opportunities and projects in the infrastructure construction sector – especially within Vietnam – is extremely challenging and complex. In my view, the concept of fair competition often seems like a luxury in such a highly competitive environment.

In our efforts to seek business opportunities and generate profits for the company, we have faced many challenges and had to make great efforts through various approaches. When working at Halcom, I witnessed the company’s strict adherence to CCP (Corporate Compliance Policy), built on a foundation of modern integrity, aligned with international practices and the mandatory requirements of international organizations and institutions. Based on the business philosophy of “Not pursuing profits at all costs,” I was truly impressed and surprised. In the early days, I also had certain concerns about this distinctive approach.

My initial concerns came from the fact that I could foresee countless challenges and obstacles for Halcom if it pursued business activities in Vietnam while strictly applying the CCP. In a highly competitive market, Halcom at that time could be viewed as a principled warrior standing alone among a field of competitors willing to use any means necessary to overcome others – an image that could be described as “dancing among wolves.” In fact, during the early period, in several Board of Directors meetings when discussing investment projects and specific matters, I and other members also had certain concerns about Halcom’s business strategy, particularly regarding the complex competitive environment in Vietnam.

Above all, it was the consistent, unwavering commitment and determination of the Chairman of the Board of Directors to uphold the company’s business philosophy that convinced us and gradually helped us recognize a very different approach and direction – a path that was ahead of its time for Halcom. This perspective was further reinforced when Halcom became one of the first enterprises in Vietnam to publicly introduce its “Code of Conduct”, serving as a guiding framework for all company activities and honoring the values of transparency and integrity in business operations.

From a company initially focused mainly on consulting, design, and supervision of water and environmental projects, including projects funded by international organizations and foreign partners, Halcom has made a strong transition into the investment sector in recent years. This was a highly strategic and timely move by the Board of Directors, particularly the Chairman of the Board, in the context that Vietnam was no longer among the priority countries receiving development assistance as before. Halcom’s decision to pursue investments in renewable energy, clean energy, clean water supply, and waste-to-energy projects was truly bold and aligned with both global trends and the Vietnamese Government’s development priorities. The boldness came from the scale of these investment projects, with capital requirements reaching thousands of billions of Vietnamese dong, far exceeding the company’s charter capital and asset value at the time. However, with strong determination and exceptional efforts, Halcom achieved remarkable success from its very first investment project – the Phuong Mai 3 Wind Power Plant Project, followed by the Hau Giang Solar Power Plant, helping Halcom Vietnam establish itself as a reputable investor in the clean energy sector.

Currently, Halcom continues to implement renewable energy projects in wind power, solar power, biomass energy, and water supply across provinces and cities such as Gia Lai, Can Tho, Quang Tri, and Da Nang. This is an extremely large and attractive market, one that even major international investment groups are seeking to enter. Today, the Party and Government have introduced many strategic policies for a new era of development, particularly Resolution No. 57 on science and technology development and Resolution No. 68 on private sector development, along with efforts to strengthen the fight against corruption and negative practices, promoting integrity across economic, political, and social fields. These developments further affirm that Halcom’s vision, strategic choices in its development sectors, and business philosophy are highly appropriate. I have strong confidence that Halcom will continue to achieve greater success and deliver even more significant investment efficiency in the coming period.

I feel very happy and carry a small sense of pride knowing that today, through its successful investment in power projects, Halcom’s electricity has been connected to the national grid and is now present across Vietnam, reaching every corner of the country, every home, and sharing in the joys and challenges of people and families. In the near future, a series of Halcom clean water plants will bring safe and reliable water supplies to more people and households, providing absolute confidence in water quality. Especially in the future, if Halcom successfully develops high-tech waste-to-energy plants, it will truly open up a vast market in waste treatment and processing – one of Vietnam’s long-standing challenges.

Unfortunately, due to the provisions of the Law on Enterprises regarding the criteria for independent members of the Board of Directors, after completing two consecutive terms, I will no longer be able to continue accompanying Halcom following this year’s Annual General Meeting of Shareholders. After the Annual General Meeting of Shareholders on September 12, 2025, I officially bid farewell to Halcom and all shareholders.

Although I will no longer work at Halcom, my thoughts and affection will continue to follow Halcom’s journey every day, every step of the way. The ten years I have spent accompanying Halcom have been truly memorable. They have given me the opportunity to learn a great deal and created countless meaningful memories.

I would like to express my sincere gratitude to Mr. Nguyen Quang Huan – Chairman of the Board of Directors of Halcom Vietnam for his support and assistance during my time with the company. I wish him and his family good health, happiness, and even greater success in the future. I also wish him continued success in his role as a 15th National Assembly Deputy, and hope that he will continue to be re-elected for the 16th National Assembly, creating favorable conditions for Halcom to achieve even greater accomplishments and outstanding success in the years ahead.

I would also like to extend my sincere thanks and best wishes for good health to the current members of the Board of Directors, as well as former Board members, especially Mr. Tran Dinh Khai – a founding member of the company.

I would also like to express my sincere gratitude to the members of the Board of Management, department heads, and all employees and collaborators of Halcom who have supported and assisted me throughout my time fulfilling my responsibilities as a Member of the Board of Directors. I hope that in the near future, I will have the opportunity to continue accompanying Halcom and all colleagues on the company’s journey of development.
