At the 8th Vietnam Offshore Wind and Energy Storage Summit (VOOWESS 2025) held in Hanoi, Mr. Nguyen Quang Huan — Member of the National Assembly and Chairman of the Board of Directors of Halcom Vietnam JSC — delivered a speech titled “Renewable Energy and Sustainable Development: Perspectives from Projects to Policies”, which attracted significant attention from experts and international investors.
According to Mr. Nguyen Quang Huan, the world is accelerating toward the goal of Net Zero by 2050, and Vietnam — with its strong commitment at COP26 — is presented with a major opportunity to transform itself into a clean energy hub in the region. “The energy transition is not only an inevitable trend, but also a test of Vietnam’s governance capacity and spirit of innovation,” he emphasized.

Drawing from Halcom Vietnam’s experience in implementing projects such as the Phuong Mai 3 Wind Power Plant (21 MW) and the Hau Giang Solar Power Project (35 MWp), Mr. Huan shared valuable lessons learned, emphasizing that success comes from the combination of three key factors: transparent governance, legal compliance, and social responsibility. He also openly highlighted several challenges, including power price issues affecting 173 transitional renewable energy projects, the lack of long-term wind data, and limitations in transmission infrastructure. According to him, addressing these challenges requires close coordination between the Government and businesses.
In his recommendations, Mr. Huan proposed strengthening the legal framework for offshore wind power and Battery Energy Storage Systems (BESS), accelerating the implementation of the Direct Power Purchase Agreement (DPPA) mechanism, and promoting green finance and public-private partnerships (PPP) for clean energy projects. He also emphasized the importance of workforce development and increasing localization rates to enable Vietnam to take a more proactive role in the renewable energy value chain. At the same time, he called on domestic and international investors to collaborate toward the goal of “Green economy, clean energy, and a sustainable economic foundation.”
The 8th Vietnam Offshore Wind and Energy Storage Summit (VOOWESS 2025) took place on 5–6 November 2025 at the InterContinental Hanoi Westlake Hotel, Hanoi. It is Vietnam’s largest annual event in the fields of wind energy, renewable energy, and energy storage, bringing together more than 1,000 domestic and international delegates.
VOOWESS 2025 was sponsored by the Electricity and Renewable Energy Authority under the Ministry of Industry and Trade, with the participation of policymakers, energy corporations, financial institutions, international experts, and private enterprises. The summit focused on key topics including wind and solar power development policies, Battery Energy Storage System (BESS) technologies, green finance mobilization, the Direct Power Purchase Agreement (DPPA) mechanism, and solutions toward achieving the Net Zero 2050 target.
VOOWESS is not only a platform for sharing the latest trends and technologies, but also a forum for connecting strategic investment partnerships, contributing to Vietnam’s ambition of becoming a clean energy hub in the Asia-Pacific region.
