At the seminar “Improving Urban Air Quality” organized by Tuổi Trẻ TP.HCM Newspaper on 25 November, National Assembly delegate Nguyen Quang Huan — Chairman of the Board of Directors of Halcom Vietnam JSC — shared candid perspectives on air pollution, one of the biggest challenges facing urban areas today.

Mr. Nguyen Quang Huan stated that improving air quality cannot rely solely on individual technical solutions, but must begin with the strong and comprehensive development and completion of institutional and policy frameworks. According to him, although the current legal framework is relatively comprehensive, the rapid pace of urbanization and industrialization has made many regulations outdated and no longer aligned with practical requirements. This has resulted in numerous challenges for local authorities in implementing effective pollution control measures.
He emphasized that the National Assembly is and will continue to take stronger action in reviewing, amending, and supplementing environmental regulations, with the aim of establishing a stable and clear foundation for local authorities to implement specific, effective, and timely measures. According to Mr. Huan, close coordination between central and local authorities is a key factor in comprehensively addressing the long-standing issue of air pollution.
With a practical, responsible perspective and a clear strategic vision, the remarks by Mr. Nguyen Quang Huan, along with those of experts and representatives from relevant management agencies at the seminar, highlighted an urgent requirement: to protect urban air quality, Vietnam needs a strong, modern legal framework that stays ahead of the pace of socio-economic development.
