This morning, June 17, at the National Assembly, National Assembly Deputy Nguyễn Quang Huân delivered a speech during the session discussing socio-economic issues. The session was broadcast live on VTV1.
According to National Assembly Deputy Nguyễn Quang Huân, the Government’s report highlights many positive results, with all 15 targets set being achieved. Of the more than 15 key targets, 12 exceeded expectations, particularly labor productivity. This is a positive sign that the economy is moving toward more sustainable growth, creating a solid foundation and confidence for long-term, high-quality growth.

Although GDP growth in the first quarter of 2025 reached 6.93%, slightly below the Government’s target of 7–7.5%, it remained the highest growth rate in the region. This indicates positive signals for the following quarters and provides a solid basis for expectations that the annual target can be achieved.
However, the environmental issues highlighted in the report remain limited and have not been analyzed in sufficient depth. The National Assembly Deputy emphasized that sustainable development cannot be achieved without giving due consideration to environmental factors.
In addition, social issues also need to receive appropriate attention. Although policies for ethnic minority communities have seen significant improvements, many remote and isolated areas still lack access to clean water that meets required standards. Indicators related to culture, education, and healthcare also need further enhancement to ensure that development is not only about quantitative growth but also about improving quality.
Regarding the economy, National Assembly Deputy Nguyễn Quang Huân highlighted two issues requiring particular attention: businesses’ access to capital remains limited, and policies supporting Vietnamese enterprises’ overseas investment need to be improved to prevent Vietnam from falling behind other countries in the region.
National Assembly Deputy Nguyễn Quang Huân emphasized that if policies on overseas investment are not promptly improved, Vietnamese enterprises will continue to face challenges and fall behind businesses in the region. At the same time, creating a favorable development environment for enterprises has not yet received adequate attention.
“I believe that in order to create a truly enabling environment for businesses to grow, it is necessary to shift from a management-oriented mindset to a development-oriented and facilitating mindset. As the Prime Minister and General Secretary have emphasized many times, only when state agencies play the role of facilitators rather than controllers can businesses achieve sustainable and rapid development,” he stressed.
The National Assembly Deputy also proposed that the National Assembly launch the emulation movement “100 Things That Need to Be Done Immediately” to celebrate the 14th National Party Congress. This would be a practical action to concretize the shift in mindset from “management and restriction” to “governance and service,” especially as many provinces and cities are set to carry out administrative unit mergers. Vietnam needs to be prepared in terms of institutions, mindset, and actions to embrace a new development cycle following the 14th National Party Congress.
