Halcom Vietnam and Siemens Gamesa Continue Cooperation on Maintenance Services for Phuong Mai 3 Wind Power Plant
On 11 July 2025, at the office of Halcom Vietnam JSC in Hanoi, the signing ceremony of the Service and Maintenance Agreement (SMA) for Phuong Mai 3 Wind Power Plant between Central Wind Power Joint Stock Company (CWP) — a subsidiary of Halcom Vietnam — and Siemens Gamesa Renewable Energy (SGRE), a member company of Germany’s Siemens Energy Group, was successfully held.
Under the agreement, SGRE will continue to provide service and maintenance for the entire system of six wind turbines at Phuong Mai 3 Wind Power Plant for a period of 10 years, ensuring optimal performance, safety, and continuous operation for the first wind power plant in Binh Dinh Province.
The agreement covers a wide range of key services, including scheduled maintenance, troubleshooting, equipment replacement, supply of genuine spare parts, SCADA software updates, periodic operational data reporting, and commitments to the project’s availability performance. Both parties also place the strict compliance with international standards on safety, environment, and technical requirements as a top priority.

Halcom and SGRE Officially Sign a 10-Year Cooperation Agreement
According to representatives of Halcom Vietnam, this cooperation carries significant strategic importance. The agreement helps ensure stable plant operations amid increasingly complex technical, financial, and legal risks. Through this cooperation, the project’s credibility among financial institutions and shareholders will be further strengthened, particularly as transparent operational data plays a crucial role in capital mobilization and financial restructuring. In addition, the SMA contract will enable CWP to improve business efficiency by minimizing downtime and optimizing commercial electricity output.
In addition, the cooperation with SGRE also supports the development of complementary products such as International Renewable Energy Certificates (I-REC) and carbon credits through a standardized and easily verifiable data system. Through the process of operational coordination and technical support, CWP is also able to enhance the capabilities of its in-house operations team.
Mr. Pham Minh Tuan – Deputy General Director of Halcom Vietnam and Chairman of the Board of Directors cum General Director of CWP, stated: “Continuing to sign the SMA contract with Siemens Gamesa is a strategic step that will help CWP maintain the long-term operational efficiency of Phuong Mai 3 Wind Power Plant. Siemens Gamesa is not only the main equipment supplier but also a partner that has accompanied us since the early stages of project development. With its deep understanding and practical experience at the project, we believe that SGRE will continue to support CWP in ensuring stable and efficient operations.”
At the event, Ms. Le Thi Phuong Nhi – Country Executive Director of Vietnam and Regional Sales Director for Southeast Asia at Siemens Gamesa shared that SGRE is honored to continue being selected by Halcom and CWP as the SMA partner for the next phase of the project. She emphasized that this is not only a testament to the trust in Siemens Gamesa’s service quality and equipment, but also a recognition of the sustainable partnership that the two sides have built over the years.

The partnership between Halcom and Siemens Gamesa began in 2018, when the two parties signed a contract for the supply, installation of wind turbines, and O&M services for the Phuong Mai 3 Wind Power Plant project, following a rigorous three-month technical bidding process with consultancy support from Fichtner (Germany). At that time, the SG-3.465-132 turbine model was considered an advanced technology solution, well suited to Vietnam’s wind conditions. The turbine had previously been installed in markets such as the United States, Australia, and Spain, with a total global installed capacity exceeding 7,000 MW.

The plant officially commenced commercial operations in March 2020, becoming the first wind power project in Binh Dinh Province with a capacity of 21 MW. It supplies more than 70 million kWh of electricity to the grid annually and helps reduce approximately 50,000 tonnes of CO₂ emissions each year. The project not only contributes to ensuring a stable electricity supply for the national grid but also plays a positive role in local socio-economic development, from creating employment opportunities to supporting services, tourism, and the growth of supporting industries.
