On August 27, 2024, in Xiamen, Fujian, China, Mr. Nguyen Quang Huan, Chairman of the Board of Directors of Halcom Vietnam JSC, attended the 2nd Asia-Pacific Anti-Corruption and Integrity Forum. The event brought together more than 500 delegates and nearly 50 speakers from 11 countries around the world.
The Asia-Pacific Anti-Corruption and Integrity Forum was held from August 27–29, 2024, in Xiamen, Fujian, China, and jointly organized by the Asian Development Bank (ADB), Xiamen National Accounting Institute (XNAI), and the Multilateral Cooperation Center for Development Finance (MCDF). The three-day forum brought together senior leaders and representatives from the World Bank, China’s Ministry of Finance, as well as Party and government leaders of Xiamen, highlighting the significance and scale of the event.
Overview of the 2nd Asia-Pacific Anti-Corruption and Integrity Forum
With the theme “Integrity for Development,” the Forum aimed to facilitate the exchange and discussion of information on anti-corruption and integrity compliance practices among businesses and other stakeholders across the region. The event also provided a platform for speakers to share experiences and learn effective approaches to managing integrity risks and working with Multilateral Development Banks (MDBs) on infrastructure and sustainable development projects.
At the invitation of the MCDF, following a recommendation from the World Bank, Mr. Nguyen Quang Huan, Chairman of the Board of Directors of Halcom Vietnam JSC, attended the Forum and shared Halcom’s experience in implementing its Corporate Compliance Program, which the company has maintained for many years.

Mr. Nguyen Quang Huan’s presentation focused on four key areas: the reasons HALCOM adopted the Corporate Compliance Program (CCP) and became the first Vietnamese company to implement the program in accordance with the World Bank’s integrity standards; an overview of HALCOM’s CCP; how the CCP operates; and the results achieved through applying the CCP to the company’s business operations. Mr. Huan also addressed questions from delegates attending the Forum.
HALCOM’s story made a strong impression and received positive feedback from the delegates, providing them not only with valuable insights but also with meaningful lessons and practical experience that could be applied within their own organizations to strengthen integrity compliance.
Earlier, during the Forum’s opening discussion session, Mr. Nguyen Quang Huan posed a question to senior leaders, including Mr. Mouhamadou Diagne, World Bank Vice President for Integrity; Mr. John Versantvoort, Director of Integrity at the Asian Development Bank (ADB); and Ms. Paula Santos-Da Costa, Director of Integrity at the African Development Bank (AfDB), regarding support mechanisms provided by international financial institutions to developing countries in implementing integrity policies.

During the discussion session, the speakers also shared extensive information on trends and practical experience in combating corruption, particularly in infrastructure and sustainable development projects.
