Halcom Vietnam Shares Perspective On The Current And Future O&M Of Onshore Wind Power At VOOWS 2022

As an annual international summit and exhibition event on onshore and offshore wind power in Vietnam, the 5th Vietnam Wind Power Summit (VOOWS) took place in two days July 7-8 2022 in Ho Chi Minh City. A representative of Central Wind Power Joint Stock Company (CWP), a member of Halcom Vietnam, has attended the summit and shared about the current and future operation and maintenance of onshore wind power in Vietnam.

This year’s summit revolved around the topics of Vietnam’s wind power prospects, challenges and opportunities, experience sharing from leading utilities, sustainable power supply development, project update and pipeline, latest technological advancement in floating wind turbines.

Attending the event were more than 50 speakers and nearly 300 representatives in renewable energy industry, including senior leaders from reputable technology companies in Vietnam, the US, the UK, Germany, China, Malaysia, Philippines, Thailand, Korea, Japan, Singapore… Mr. Nguyen Minh Nhat, Head of Technical Department of Central Wind Power Joint Stock Company (CWP), a member company of Halcom Vietnam, has attended and presented about the current and future operation and maintenance (O&M) of onshore wind power plants in Vietnam, based on the practical experience from Phuong Mai 3 Wind Power Plant (Binh Dinh) after 2 years of operation. His sharing has received great attention from many investors and relevant enterprises.

Phuong Mai 3 Wind Power Plant in Binh Dinh, invested by Halcom Vietnam, has a capacity of 21 MW, COD in early 2020 and is utilizing O&M by SGRE, Technical Asset Management (TAM) by Shizen Energy. The project was approved with export credit loan from Landesbank Baden-Württemberg (LBBW), the fourth largest bank in Germany.

According to Mr. Nhat, among the O&M options in Vietnam, the most popular one is signing an O&M contract with an equipment supplier. Based on a thorough analysis of the advantages and disadvantages in costs, human resources, legal regulations, substitute equipment supply sources, etc. of each option, Halcom’s representative proposed the following recommendations and practical solutions to help investors and technical experts effectively operate onshore wind power plants in Vietnam. Recommendations for investors include: technical team participating in O&M, carefully reviewing the turbine’s fault history before performing O&M, surveying turbine types to ensure the availability of substitute equipment, outsourcing asset management and O&M service quality to a third party, focusing on early warning and turbine performance testing, and solutions that to promote turbine localization in Vietnam. Mr. Nhat also emphasized the need for technology conferences and forums to connect and exchange between investors and technical teams in wind power in our country.

In addition to presentations from national and international speakers, the Summit also held two sessions to discuss capital sources, project financing, and update wind power projects. Representatives from leading organizations and companies such as Standard Chartered, SP Group, Gelex Group, Invesify, Saigon Asset Management… provided useful and practical viewpoints on the role of the State in project funding, the role of private equity in the development of renewable projects, access to local loans, legal and policy frameworks to promote independent power plant (IPP) participation…
