Halcom Vietnam’s expert taking technical mission trip of Dynamic Cities Integrated Development Project

From 20-27 March 2023, World Bank has deputed a Technical Mission Team to expedite the Dynamic Cities Integrated Development Project in Ha Tinh, Thanh Hoa, Yen Bai and Hai Duong Provinces. The representative of Halcom Vietnam Joint Stock Company, a supervision consultant for environmental independent monitoring and resettlement for the Sub-project in Hai Duong City, also partook in the mission trip on 22 March 2023.

Ms. Dang Thi Ha, Deputy Team Leader of social and environmental safeguards supervision consultant team, representative of Halcom Vietnam Joint Stock Company, have attended the wrap-up meeting with the Project Management Unit of Hai Duong City and other team experts. The Technical Mission Team has completed a set of objectives, including: (i) Review the quality of bidding packages under implementation in the City within the framework of the Project; (ii) Assess the compliance with World Bank’s social and environmental safeguards policy and (iii) Discuss and agree on the next action plan of the Project.

In the mission trip, the experts have actively monitored environmental and social issues through the field supervision of the construction site, then assess the Construction Contractor’s compliance with the environmental and social safeguards policy.

The Dynamic Cities Integrated Development Project (DCIDP) helps providing more access to urban services and promoting the management capacity of integrated urban planning for tier II cities and towns, namely: (i) Hai Duong City (Hai Duong Province); (ii) Ky Anh Town (Ha Tinh Province); (iii) Nghi Son Town (formerly appertained to Tinh Gia, Thanh Hoa Province); and (iv) Yen Bai City (Yen Bai Province). In which, Hai Duong City Sub-Project uses the World Bank’s IDA loan and the Province’s counterpart fund, which adds up to approximately VND 1,800 billion and Hai Duong City’s People Committee is the investor. According to the Supervision Consultancy Contract on Environmental Independent Monitoring and Resettlement (HD-CS-02 bidding package) signed on October of 2021, Halcom Vietnam is responsible for supervising the compliance of the Project’s construction activities with the social and environmental safeguards policy; providing training and guidance to the workforce during the execution of ESMP and ESHS; supervising the social risks resulting from the labor influx into the communities surrounding the Project site; promoting the ability of ensuring social and environmental safeguards for the Project Management Unit…
