Hau Giang: Agreement in Principle to Allow Halcom Vietnam JSC to Access 5 out of 8 Projects

On the afternoon of March 28, Mr. Tran Van Huyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Hau Giang Provincial People’s Committee, held a meeting and working session with Halcom Vietnam JSC.

According to Mr. Nguyen Quang Huan, Chairman of the Board of Directors of Halcom Vietnam JSC, in Hau Giang Province, Halcom has successfully invested in the Hau Giang Solar Power Plant with a capacity of 35 MWp, which was connected to the national grid and began commercial power generation in 2020.

After working with the Department of Industry and Trade and the Department of Finance, as well as surveying several investment-attraction projects in the province, the company proposed that the Provincial People’s Committee allow it to conduct research on all or some of the following projects: Regarding green energy projects, Halcom proposed studying three projects in Long My District, including the Long My 1 Wind Power Plant with a capacity of 100 MW, the Hau Giang Biomass Power Plant No. 2 with a capacity of 10 MW, and a Solar Power Plant with a capacity of 49 MW.

Overview of the working session

For industrial park and industrial cluster projects, Halcom proposed studying the following projects, including: Nhon Nghia A Industrial Park, with an area of 252 hectares, located in Chau Thanh A District; Tan Hoa Industrial Park, with an area of 205 hectares, located in Chau Thanh A District; Vi Thanh Industrial Cluster, with an area of 11.5 hectares, located in Vi Thanh City; Vinh Vien Industrial Cluster, with an area of 30 hectares, located in Long My District; Vi Binh Industrial Cluster, with an area of 50 hectares, located in Vi Thuy District.

Mr. Nguyen Quang Huan emphasized that, with the company’s experience and capabilities, Halcom Vietnam JSC is committed to applying modern and advanced technologies in implementing investment projects, while ensuring full compliance with legal regulations.

Concluding the working session, Mr. Tran Van Huyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Hau Giang Provincial People’s Committee, stated that Hau Giang possesses numerous advantages and development potential, with favorable conditions in terms of timing, location, and human resources. With the spirit of “Innovation, breakthrough, determination, and aspiration”, Hau Giang is ready to welcome, accompany, support, and create the most favorable conditions for businesses to cooperate and invest in the province. Maintaining the consistent view that “the success of enterprises is the achievement of the province”, Hau Giang is committed to supporting investors through the “2 fast” and “3 good” principles, including “fast site clearance and fast investment procedures”, along with “good opportunities, good policies, and good infrastructure”. With the guiding principle “When businesses come, Hau Giang welcomes them”, the province commits to minimizing unnecessary administrative procedures and creating flexible mechanisms to support enterprises throughout their operations, from investment approval to project implementation.

Mr. Tran Van Huyen emphasized that all tasks would be carried out in a consistent and timely manner, creating maximum favorable conditions for businesses. Regarding Halcom’s decision to invest in Hau Giang, he stated that the company had made a very appropriate and strategic choice. In addition to favorable conditions in terms of timing, location, and human resources, the province is also benefiting from a transportation network that is being strongly developed and upgraded. The Chairman of the Provincial People’s Committee basically agreed, in principle, to allow the company to access and study 5 out of the 8 projects proposed by Halcom. Regarding the green energy projects, the proposed solar power plant project is currently not aligned with the Revised Power Development Plan VIII. For industrial park and industrial cluster projects, including Tan Hoa Industrial Park and Vi Thanh Industrial Cluster, investors have already approached and conducted research. Regarding the implementation approach, investors will immediately proceed with project access, surveys, assessments, and preparation of relevant documents. Provincial departments and agencies will coordinate with investors to develop detailed implementation scenarios and roadmaps to accelerate progress. Mr. Tran Van Huyen emphasized that projects must be prepared in a professional, comprehensive, and legally rigorous manner from the outset to ensure effective and sustainable implementation.
