The 80th Anniversary of National Day (September 2, 1945 – September 2, 2025) is not only an occasion to reflect on the country’s journey over the past decades but also an opportunity to look toward the future. In this context, the article “Institutional Reform for National Advancement” published by Tuoi Tre newspaper presented perspectives from several National Assembly delegates. Among them, the views of National Assembly Delegate Nguyen Quang Huan – Chairman of the Board of Directors of Halcom Vietnam attracted attention for their frankness and practical approach.
Mr. Huan believes that to establish a foundation for a new stage of development, the most important task is to reform institutions and remove legal obstacles. According to him, the current law-making process still tends to focus on “managing subjects” rather than pursuing the goal of “developing together”. This approach can turn regulations into barriers instead of drivers for social development. Therefore, it is necessary to make a fundamental shift from administrative management thinking to national governance thinking, in which the State plays the role of an enabler, a service provider, and a partner accompanying citizens and businesses.
National Assembly Delegate Nguyen Quang Huan also emphasized that the quality of legislative work must be placed as the top priority. According to him, laws should not only address immediate issues but also have a long-term vision to meet the fundamental needs of society. He proposed that the process of drafting and amending laws should involve broader participation and feedback from various groups in society, ensuring that regulations can truly come into practice and serve people’s needs.
Citing the direction of the General Secretary, Mr. Huan agreed that the National Assembly must “take the lead in institutional development”, be willing to pave the way and address new challenges and unprecedented issues. According to Mr. Huan, this is the most practical way to commemorate the 80th Anniversary of National Day: not only by reflecting on the past, but also by demonstrating a strong determination to reform institutions and create momentum for the country’s stronger advancement in the journey ahead.
