KPI Measurement: From a Management Tool to a Driving Force for Public Service Culture Development.

The Ministry of Home Affairs is seeking comments on the draft Decree on the assessment and classification of civil servants’ performance quality. Under the proposal, civil servants will be evaluated using a 100-point KPI scoring system. Mr. Nguyen Quang Huan – Member of the National Assembly’s Committee on Science, Technology and Environment and Chairman of the Board of Directors of Halcom Vietnam JSC – joined the discussion on this topic, which has attracted significant public attention.

The annual average KPI score will determine whether a civil servant has fulfilled or failed to fulfill their assigned duties. If properly designed and effectively implemented with a clear focus, while being integrated with administrative reform and digital transformation, KPI can become a powerful tool to shift from “subjective evaluation” to “result-based assessment”, in line with the goal of building a transparent, professional, and service-oriented public administration. The key challenge is how to design a KPI-based evaluation system that ensures fair assessment, encourages motivation, and enhances public service quality for citizens.
