The Mission of the National Assembly’s Committee for Science, Technology and Environment visited Phuong Mai 3 Wind Power Plant

On August 24, 2022, the Mission of the Committee for Science, Technology and Environment (Science, Technology and Environment) of the National Assembly, led by Mr. Nguyen Tuan Anh, Vice Chairman of the Committee for Science, Technology and Environment, visited and worked at Phuong Mai 3 Wind Power Plant (a member of Halcom Vietnam Joint Stock Company) during a field visit to climate change adaptation works and projects, renewable energy development, emission reduction implementation greenhouse gas emissions in Binh Dinh province. Attending the meeting were leaders of the People’s Committee, Economic Zone Management Board and representatives of provincial departments.

Welcoming the delegation including the staff of Halcom Vietnam Joint Stock Company, and Central Wind Power Joint Stock Company (CWP), the project investor, a member company of Halcom Vietnam. At the meeting, Mr. Vo Tien Dung, Deputy General Director of Halcom Vietnam Joint Stock Company reported an overview of the factory’s business operations, investment projects being implemented in the province, and emphasized: the desire of enterprises in long-term investment and operation for the sustainable development of Binh Dinh province.

Phuong Mai 3 Wind Power Plant is the first wind power project that came into operation in Binh Dinh. It reached COD in March 2020 after 2 years of construction in accordance with the scheduled progress committed to the province. With a total capacity of 21 MW, each year, the plant supplies about 52 million kWh to the national power grid, reduces emissions of about 30,000 tons of CO2, generates about 120 billion VND in revenue, and pays about 7 billion VND in tax to the state budget. The contractor providing wind turbines and operation and maintenance services for the project is Siemens Gamesa RE, whose advanced technology complying European standards has brought high turbine efficiency with equipment readiness reaching 98.83 %. The plant currently has 30 employees, most of which are local workers.

Complying with the direction of the Law on Amending and Supplementing a number of articles of the Law on Public Investment, Law on Investment, Law on Electricity… (Law No. 03/2022/QH15), which encourages all economic sectors to participate in infrastructure investment, Central Wind Power Joint Stock Company (CWP) has recently signed an agreement with Phuong Mai Wind Power JSC (Phuong Mai 1 Wind Power Plant), FICO Energy JSC, Binh Dinh (Nhon Hoi 1 and 2 Wind Power Plant) on the connection of infrastructure and lease of common use of technical infrastructure of 110 kV transmission line from Phuong Mai 3 Wind Power Plant to Nhon Hoi 110 kV substation, which was invested and constructed by CWP.

After the wind power plant was put into operation, Mr. Dung also shared about the water plant project being constructed by the Company in Nhon Hoi Economic Zone (Nhon Hoi EZ Water Supply System), whose completion is expected to supply water for EZs, tourist hubs and commercial zones from June 2023. In the future, with the strengths in renewable energy, waste to energy, water supply and drainage, the Company wishes to continue its business activities in Binh Dinh province, under the close direction and support from the Provincial People’s Committee along with the EZ Management Board.

At the meeting, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People’s Committee, said that Binh Dinh is a locality with great potential for renewable energy sources. In addition to improving the ability for energy usage and savings, the province is very interested in climate change responses. Proposing to the National Assembly’s Supervision Mission, the Vice Chairman of the Provincial People’s Committee wished that the National Assembly would pay more attention and support the province in climate change responses in the upcoming period, as well as consider the more rational adjustment on the land mechanism so that the land use in renewable energy projects can be fully promoted, contributing to the sustainable socio-economic development of the province.
