The Road to the National Assembly: The Imprint of Entrepreneur Nguyen Quang Huan, Chairman of Halcom

(VNF) – The National Election Council has announced the official list of 868 candidates standing for election to the 15th National Assembly. Notably, nearly 30 of them are entrepreneurs. Among the prominent names on the list is businessman Nguyen Quang Huan, Chairman of the Board of Directors of Halcom Vietnam Joint Stock Company (HoSE: HID).

Nguyen Quang Huan was born in 1964 in Thai Binh Province. In terms of education, he holds a Bachelor’s degree in Mechanical Engineering and a Bachelor’s degree in Business Administration from Hanoi University of Science and Technology. He also holds a Master’s degree in Business Administration from California Miramar University (USA), as well as a postgraduate certificate in Water and Environmental Management from Tampere University of Technology (Finland).

With more than 30 years of experience in water supply, drainage and infrastructure development, businessman Nguyen Quang Huan has built his career around the business philosophy: “Do not pursue profits at all costs.”

He has held senior positions at a number of organizations, including Ha Long Investment and Consulting Joint Stock Company, Vietnam Water and Environment Investment Corporation (VIWASE), Duong Thanh Water & Environment Co., Ltd. (W&E Ltd.), and Thang Long Infrastructure Development Joint Stock Company, among others.

As a founding member and the person who built and developed Halcom Vietnam over the past 18 years, Nguyen Quang Huan officially became Chairman of the company’s Board of Directors in 2013 and has held the position ever since. As of the end of 2020, he held more than 20.4 million HID shares, equivalent to 34.82% of Halcom’s charter capital.

Notably, businessman Nguyen Quang Huan is also known as Vice Chairman of the Vietnam Private Entrepreneurs Association (2nd term), Vice Chairman of the Vietnam Association for Clean Water and Environment, and a member of the Central Committee of the Vietnam Fatherland Front (9th term).

As one of 43 outstanding individuals representing various sectors of the economy selected to join the 9th Central Committee of the Vietnam Fatherland Front, Nguyen Quang Huan joined the Executive Committee of the Vietnam Private Entrepreneurs Association from its early days. His goal was to create a platform where Vietnamese private enterprises could connect and support one another in improving business and production efficiency, while also serving as a bridge between private enterprises and state management agencies, voicing the concerns of the private business community and proposing mechanisms and policies to support enterprise development.

When introduced as a candidate for election to the National Assembly in Binh Duong Province, businessman Nguyen Quang Huan expressed his great honor at the prospect of participating in the country’s highest state power body. At the same time, he acknowledged that this would also be a significant responsibility, as he would be entrusted by voters to convey their thoughts, aspirations and concerns on issues of public interest in Binh Duong and across the country.

According to Nguyen Quang Huan, the National Assembly provides a forum where entrepreneur delegates have the opportunity to raise issues facing businesses, thereby gradually enhancing the position and role of Vietnamese entrepreneurs. In his view, the role of the private sector and entrepreneurs is increasingly recognized by society and affirmed by the Party in Resolution No. 10-NQ/TW of the 5th Plenum of the 12th Party Central Committee.

As for Halcom Vietnam, the company was established in 2001 and primarily operates in investment in power, transportation and infrastructure projects, as well as technical consulting and environmental and social safeguard policies.

Halcom said that although it only entered the energy sector in recent years, the company has already commissioned the 21 MW Phuong Mai 3 Wind Power Plant. Meanwhile, the 35 MWp Hau Giang Solar Power Plant was inaugurated on March 12.

Over the next three to five years, Halcom plans to complete investments in at least 300 MW of clean energy capacity and partner in the successful development of at least five projects in water supply, wind power, solar power, real estate, waste-to-energy and transportation, with a total investment value estimated at approximately VND 6–7 trillion.
