In an interview with VOV News on 4 December, National Assembly delegate Nguyen Quang Huan — Chairman of the Board of Directors of Halcom Vietnam JSC — emphasized that Vietnam needs to soon establish a substantive “talent attraction and utilization ecosystem”, where employees, scientists, and experts receive appropriate recognition, fair evaluation, and a professional working environment.

According to him, achieving this goal requires more than just salary and bonus policies; Vietnam needs recruitment and appointment mechanisms based on actual capabilities and performance, rather than a system that relies mainly on qualifications or formal achievements.
He also proposed building an open and transparent working environment that encourages innovation and enables talented individuals to maximize their potential. If implemented consistently across the government, organizations, businesses, and academic institutions, this ecosystem could help retain talent while unlocking intellectual resources for social development. This would create a sustainable foundation for Vietnam’s high-quality human resources.
