In October 2021, Halcom Vietnam JSC. officially signed a contract on service provision of environmental and resettlement monitoring consultant for Dynamic Cities Integrated Development Project – Hai Duong City Sub Project, Hai Duong Province. The project uses IDA fund of the World Bank Group and counterpart funds from local/central budget and is expected to be completed in 2025
Dynamic Cities Integrated Development Project – Hai Duong City Sub Project, Hai Duong Province has a total investment of 1,800 billion dong, which aims to increase access to urban infrastructure and improve integrated urban planning in the project cities. 40,000 habitants will gain direct benefit from the project, half of them are women. The project will help reduce the flooding risk, improve environmental sanitation, save people’s travelling time on the roads, which are renovated and newly built, support the construction of high-quality public spaces and support the urban development of the sustainable, green and smart cities which can adapt to climate change.
According to experts of the World Bank Group (WB), there is uneven access to basic service, including water drainage system, wastewater treatment and road networks in Hai Duong city and others in general, which results in increasing traffic congestion, flooding, and uneven spatial development, as well as the deterioration (or lack of provision) of public spaces. This project implementation will play an important role in helping Hai Duong city solving those issues.
Ms. Dang Thi Ha, Vice Director of Consulting Department in charge of Social and Environmental sector at Halcom Vietnam, Deputy Team Leader of the consultant team shared about the scope of the Assignment, “In this project, Halcom will provide independent monitoring consulting service on environmental and social safeguards for construction activities of the Project following the laws of Vietnam and safeguard guidance of WB; provide personnel training and instruction while implementing ESMP and ESHS requirements; monitor potential risks to the project community (specifically, those living in the communes directly adjacent to the project associated with labor influx into the communities immediately surrounding the project (e.g., the communes adjacent to the project); strengthen management capacity on environmental and social safeguards for PMU staffs and and relating agencies, etc. With 20 years of experience in consulting, Halcom is confident and committed to completing all the works with the best results.
