During the first session, the 15th National Assembly from July 20 to 28, 2021 in Hanoi, the Science, Technology and Environment Committee held the first plenary session with the participation of the Party Central Committee member, National Assembly Vice Chairman Nguyen Duc Hai and the discussion session with the participation of Prime Minister Pham Minh Chinh, Deputy Prime Minister Pham Binh Minh, Vice President Vo Thi Anh Xuan.
Speaking at the opening ceremony, Chairman of the Committee for Science, Technology and Environment Le Quang Huy congratulated 43 National Assembly deputies who had just been approved by the National Assembly Standing Committee to become members of the Committee for the term 2021-2026. including the Deputy to the 15th National Assembly, Vice Chairman of Association for Safe Water and Environment, Chairman of the Board of Directors of Halcom Vietnam JSC Mr. Nguyen Quang Huan. Chairman of the Committee Le Quang Huy hoped that the members would show their wisdom and contribute ideas to fulfill the Committee’s responsibilities in the new term.
Speaking at the session, National Assembly Vice President Nguyen Duc Hai emphasized that the Committee for Science, Technology and Environment is in charge of very important fields such as science, technology, digital transformation, climate change, disaster prevention, urban waste and sustainable development, etc. During the last term, the Committee has made many practical contributions to the renewal and development of the National Assembly, which were recognized by the National Assembly and the Commission. The National Assembly Standing Committee noted and highly appreciated those.
On behalf of the Leaders of the National Assembly, the National Assembly Vice Chairman congratulated and praised the outstanding contributions, efforts and achievements of the Committee for Science, Technology and Environment. With a team of members who are capable, qualified, experienced, dedicated, scientific, professional and responsible, the Committee of the National Assembly believes that the Committee will continue to inherit and promote the results of previous generations and achieve even more outstanding results in the coming time.
Regarding current challenges in responsibility of the Commission, the Vice Chairman of the National Assembly said that many problems are related to the industrial revolution 4.0, the negative impacts of the Covid-19 pandemic to the economic development process on a global scale, new fields of medicine and technology, etc. are in need of research, impact assessment and an appropriate legal framework. The National Assembly urgently needs the voices and intellectual contributions of scientists to perfect policies and laws in these fields.
At the meeting, after listening to an overview of the Committee for Science, Technology and Environment and operational orientations for the XV term, the members of the Committee considered and commented on the arrangement of medium-term public investment capital. with a number of reservoirs in the medium-term public investment plan for 2016-2020 and 2021-2025; draft report on the implementation of tasks and budgets in the field of environmental protection and response to climate change in the first 6 months of 2021, solutions to implement the plan for the last 6 months of 2021 and the plan for the second half of 2021 and 2021-2025; draft report on the implementation of tasks and budgets in the fields of science, technology and innovation in the first 6 months of 2021, solutions for the implementation of the plan for the last 6 months of 2021 and the plan for the period of 2021 -2025.
