  17. GMS Ben Luc – Long Thanh Expressway Technical Assistance Project (funded by ADB): HALCOM provides external resettlement monitoring consulting services. Main tasks are independent periodic review and assessment of (i) Achievement of resettlement objectives; (ii) Changes in living standards and livelihoods of affected persons; (iii) Restoration of the economic and social base of the affected people; (iv) Effectiveness and sustainability of entitlements; and (v) the need for further mitigation measures.   18. Sustainable Rural Infrastructure Development Project in the Northern Mountain Provinces, Package 12 (funded by ADB): HALCOM is responsible for Independent Monitoring on Implementation of Resettlement Plan (for Lao Cai, Lai Chau, Yen Bai, Phu Tho and Vinh Phuc provinces).  (2013)
  19. Strengthening Water Management and Irrigation System Rehabilitation Project (funded by ADB): HALCOM is responsible for External Monitoring on Resettlement Implementation. The main tasks are to review and assess periodically (i) achievements of resettlement objectives; (ii) changes in standards of living and livelihood; (iii) rehabilitation and/ or improvement of socio-economic conditions of affected persons; (iv) efficiency and sustainability of the handover of authority; (v) further necessity of mitigation measures. (2012 – 2015)
  20. Da Nang Sustainable City Development Project (funded by WB): HALCOM provides consulting services for preparation of Environmental and Social Assessment for the Project. (2012 – 2013)
  21. Sustainable Rural Infrastructure Development Project in the Northern Mountain Provinces (funded by ADB): HALCOM provides consulting services for safeguard policies. Main assignments include: (i) Preparation of safeguard policies reports (environment, resettlement, ethnic minorities, gender action plan and community participation); (ii) Coordination with the consultants in charge of preparing the investment report and designing working drawings to prepare part of “Sub-project Investment Report” regarding environment, resettlement, gender and ethnic minorities; (iii) Implementation of community consultation at the project areas; (iv) Providing consultation to provincial PMUs on strategies as well as action programmes for the project implementation relevant to the issues of safeguard policies; (v) Providing assistance in managing the project implementation and organizing training activities on safeguard policies for provincial PMUs and Commune Monitoring Units.   22. Urban Wastewater Collection and Treatment Project in Ha Dong and Son Tay (State budget): HALCOM provides consulting services for carrying out socio-economic surveys, surveying wastewater connection commitments from households of consumption, preparing resettlement plan reports, conducting environmental survey, preparing EIA report for the project. (2011 – 2012)
